If you are talking about the vocal synthesizer effect, that is done with the Antares Auto-tune plug-in. The one called "Auto-Tune EFX" has that preset already built in.

Your only problem will be that Cool Edit cannot run VST type plug-ins. You may have to ditch that old cracked software and actually buy a real modern day recording program.
 
I mean how can I sound like clear like that in general, not the autotune. It sounded like it was recorded in a real recording studio, the vocals was clear and the way it was recorded, coz i've tried to mess wit the program and I cannot come up with that sound.. thanks
 
no easy answer

depends on any number of non-linear interactions among room, artist, performance, mechanical signal chain, digital signal chain

of which most import are performance and room with rest taking a big step back in terms of importance
