What limiter are you using? The mastering limiter plugins I've used are absolute barriers to peaks. I've had trouble using general purpose compressor plugins as limiters.

Ditto. I just use the Audition "Hard Limiter" effect which is a separate item from their collection of compressors. I'm not sure I could recreate what it does on a normal compressor--certainly not without some careful set up on threshold, ratio and release.
