Let's speaking about laptops:
I know that the latency (critical for live performances) is very system specific,but which components affects more the "delay time"?
processors(amd, intel celeron etc..), ram, hard disk?

Its the hardware you get to record into or through whether its the soundcard or a breakout box.

It is a combination of CPU, soundcard and the type of interface connecting the soundcard to your PC.

Latency is basically the time delay caused by the conversion of the analog signal into digital information , the processing of the data and then the digital to analog conversion so you hear it again.

The relatively small diameter pipe (to use a real world analogy) of USB only makes things worse.
