does this piss anyone else off? people just put on delay or another effect, and it goes off completely out of time with the rest of the song.

Yep. Drives me crazy. My brother plays in a band with me and is constantly doing that - playing with really loud delay which has no relation to the tempo of the song. He is fairly new to electric guitar and is going through his "echo all the time" phase. ;^)
