question, when i'm recording using cakewalk, there is a delay from hearing myself when i am recording.

Example, I'm playing the bass along with my other tracks, however, when the bass comes through the monitors so i can hear myself in the mix, there is like a 1 second delay....

i plan on getting a new soundcard soon, is it because the one i have is crappy? any ideas people

Please describe what your DAW set up is. Soundcard, op. Sys, CW software.

Sounds like a latency problem to me.

What you are experiencing (if I understood you right) is that when you are recording, you play and there is a delay from you striking the string and then hearing yourself? Does it do it whan the track is not armed and you are just playing along, not recording?
 
I agree this is latency (my hard disk recorder spoiled me). I think if you disable input monitoring, you can duck this. You're probably not recording bass with effects, so to me it's not important that you monitor input. See your manual or help file about latency and input monitoring.
 
Yeah, good point Chuck, I have mine disabled all the time. Options>audio>Input Monitoring, un-highlight your sound card
