Noisy new monitors, advice please

Great joy today, at first......

After much reading, surfing, researching etc and a touch of listening, over many weeks, i went and bought my first monitors. A pair of KRK RP6 G2's. Ever so chuffed to have finally bought them, I took them home and set them up carefully, paying attention to what cables went where and what circuit they are on in the houses wiring, but im getting some interference. Theres a constant low volume hiss/crackle going on when they are conected to my audio interface and whenever i move my mouse around the screen on my PC the sound changes and there are definate changes in correlation to hovering or passing over web page links. Other than this low level noise the sound on them is great and im very happy.

The audio interface is a Reloop PLAY dj USB thing. No inputs, just 4 RCA outputs, thus im using RCA cables to hook up the KRKs. When i unplug the RCAs the hiss/crackles disappears so im thinking the interface is the cause.

Am i right in this assumption?

I was really wanting the monitors to be my last purchase for some time as im returning to study, i'll be going to uni in febuary and want to save my spends for that. So is there any way to correct this without buying a replacement interface?

If a new interface is the only way to fix it, bearing in mind id rather not be opening my wallet again, what should i be looking at, new or 2nd hand? My wishes/needs will be 4 outs so i can have my hi-fi plugged in too, and seeing as its an upgrade atleast 2 inputs so i can record my synth if i want, be nice if a mic pre-amp was there too but not that fussed as i sing like a howling bag of cats. Not hugely fussed about midi on it either as i have that covered. I just dont want to get something that doesnt solve this noise, so "what should i steer clear" of advice will be very welcome too.

For sure its that Reloop thing. Don't be so concerned about 2 sets of stereo outputs - you can run splitters from a single set of outs.
You can still get the Tascam US-800 for $99 at Amazon
 
Thanks for that, but they wont ship to me. Im in Australia and they dont seem to be up for it. A real shame, its SOOOOO cheap.

Maybe make friends with someone in US. Flat rate 20lb 12X12X6" box shipping to Australia is about $60. :D
