noise/interference

I have an spc-10 large diaphragm mic into a tube mp studio preamp into the e-mu 1212 (using cakewalk proaudio8 to record and mix)

almost all of the time there's a very loud hum, much too loud to be able to record

sometimes the hum includes what appears to be people talking on a radio or tv

it's only when the mic is on, when i disconnect the mic, the sound is clear

i've turned off all electrical devices in my house, but with no effect

could it be electrical interference with a neighbor's electronics? (i live in a city)

is there anything that can be done about it?

There might be something wrong with the preamp, or the mic. It is a ground problem. Does the tube mp have a wall wart or a normal AC cord. is it plugged into the same outlet as the computer? It really sounds like the shield has been lifted.
 
the mic and the tube mp preamp are both brand new

the preamp was plugged into the same power strip as the pc--i plugged it into a different outlet, but no effect
