newbie here, can someone define what a sampler is please?

Does it do what i think it does? Does it take a certain sound or pattern from a song so it can be used or what? Can someone tell me please! and tell me whats a good starter sampler....thanx

Yea i know, thats what i'm talking about. I want to be able to sample like p.diddy, I guess.....I'm wanting to sample this song but i have no idea on how to go about doing it....
