well i'm rockin an Intel Celeron M 520 at 1.6 Mhz, with 2 GB DDR2 ram on vista home basic 32 bit OS and i can do quite a bit. i use reaper, which i hear draws less on the system, somehow, maybe that's why i can get away with so much more than i think my system should handle. any computer you buy these days will probably outperform my little laptop. it's hard to find a processor under 2 GHz and w/ fewer than 2 cores these days. i'm shopping too and my lower limit on speed is 2.4 GHz and it must have at least 2 cores, an 4 GB ddr2 minimum, DDR3 preferable. intel i3 or core 2 duo type thing.
