Is there a MIDI plugin out there where I can control velocity of a MIDI file with my mouse wheel? Or some other way besides manually drawing envelopes?

For example, I record a MIDI track in Reaper. I then add a VSTi (piano for example).

But before that FX I put the MIDI plugin, hit record, and control the velocity with my mouse wheel or a fader, or something?

The mouse wheel functionality you are looking for needs to be (at the very least) not taken up by another process for it to work. In Reaper the mouse wheel is used in combination with the ctrl and alt keys to alter track view. If you move the mouse wheel without any key pressed it zooms horizontally. That means that Reaper is not a good candidate for such a plugin --- if it even exists.

There is an important distinction that you need to be aware of between volume and velocity. It's easy to confuse the two because as you increase either one the sound becomes louder. Velocity is a parameter that can be --- and usually is --- made a part of any synth sound. An increase or decrease in velocity can be mapped to, for example, a filter opening for increased brightness at higher velocities. Volume, on the other hand, is a more static control with which you control the loudness of the sound in question within your mix. A sound can have maximum velocity but if the output --- the volume --- is set at zero you won't hear anything.

It's very easy to draw volume envelopes in Reaper, and would probably take longer and be more of a pain in the ass to do it the way you are suggesting.

That sucks. I was hoping to be able to find something so I don't have to draw volume/velocity envelopes in Reaper's MIDI editor. My mouse sucks and it's really tedious and time consuming to get something to sound good.

Oh well. Thanks. :(
