Need Help Choosing a soundcard

Whats up everyone? I have a built computer that has an AMD athlon 2700 with 1GB ram I make tracks mostly out of my so called home project studio and I use a yamaha motif and an ensoniq zr-76 to lay my tracks also running sonar to sequence.. Well I record great midi but when it comes to recording audio and converting into audio I always have either a hiss or an annoying buzz in my tracks...Even tho Ive only been doing this a couple of years Im tired of sounding like an amateur. So what is the best soundcard for the money that I can get that wont have this problem?...Im looking to spend anywhere from $100- 250 or maybe a lil more right now. But first of all I want to know if this is the problem ( cheap soundcard) and I would like something that I can connect 1/4 plugs into it , and maybe a pre amp or something in it.. Better Yet...could some one give me a run down or checklist of everything I would need

For your budget, you should look for something from M-Audio
