I recently brought a mixer from RadioShack, but the output has 4 jacks. Two 1/4 jacks and two phono jacks. Which one should I use to record my mixes on tape?

Are you sure it's a "phono output"? Most typical DJ mixers have 2 inputs per channel...a line input and a phono input. Then they should have two mono line outputs. Some expensive ones like the Rane TTM 54 have and output for 1/4" cables. Whatever the case my be, just use the RCA "line" outputs to the tape deck.

Use the RCA phono jacks from the mixer to the tape deck. Some people also use these same outputs to hook up into a amplifier and use the "Tape Rec" phono jacks of the amplifier to record direct into the tape.
A word of advice: Never, ever buy any equipment from Radio Wack, er.. i mean Shack!
They sell low end crap that usually breaks down after 3-4 months and the performance of the equipment is very poor!!!! Peace 2-fingers!
