Monitoring settings via delta soundcard

I have cubase 5.0 and have yet to get more than one track to play together properly. I know everyone says change the monitoring setting to global diable if you have an asio compatible soundcard. I have a delta omni studio. I've read the manual several times in this area and haven't gotten a very good explanation.

When I play something with the asio direct monitoring display button UNCHECKED, i get a notable latency. it's not that much, i have it down to 21 ms, but needless to say, you can still notice it through the monitors.

Then i'll check the asio direct monitoring box and the latecy seems to go away. The tape type monitoring button is still chosen.

My question is, do i need to choose global disable even if the i have the asio direct monitoring box checked????

The only reason i question any of these settings is that when i overdub tracks i notice that the tracks don't exactly match up when played back, but when i was playing with the track during recording, i know i wasn't as off as the recording sounds like i am. Is that part of the problem?

Please someone with a similar soundcard setup respond and let me know they're settings and whether the tape type button could have an effect on the tracks recorded but not when monitoring.
