Mixdown Volume

I'm not exactly a newb but my problem of sorts seems simple. I recently did my biyearly reinstall of windows. Reloaded Cubase SX 3, all up-to-date drivers yada yada. Now when I mix my projects down (48/24bit to 44.1/16bit) The resulting file is always roughly 8db less volume than within the project. I've looked through every nook and cranny within Cubase. I've put the finished file through gain plugins but it sounds horrible because it was maxed out and sounding good BEFORE the mixdown. I've prayed. Nothing seems to work. I'm stumped because it worked fine before the restore.

Cubase SX 3 with the latest updates
Delta 192, latest drivers
x4400 based system

Any chance that when you reinstaled the driver for your soundcard, you have it selected on -10 instead of +4 or vice versa?
 
sounds like cubase working @ consumer line level (the -10)
