Mic with fuzz in the background of the recording

I just recently got a 20 doller mic from radio shack and I got a mic converter and all that. I record on my comps sound card (it came with), and I use to have another mic but it broke so I just recently got a new one and bla bla bla. when I use to record the mic worked just fine good quality but the plug fit in the back w/o a converter ... NOW with this mic and the converter it leaves a little fuzz in the recording. what could possibly be the problem, and a few years back my friend used a 60 dollar mic with a converter in my comp and it worked perfectly fine now I use it and it has that fuzz in the background ...

it might be that the converter+the weight of the cable have been hanging onto your soundcard for so long that it damaged the input on your soundcard, or damaged the converter itself. Cech each part and see if they are both functional.
