Hi Guys

Is the mic preamp necessary on my chain?

Mic -> Preamp -> Mixer with phantom power -> M-audio delta -> computer

unless the preamp was of significant quality, but that doesn't seem to be the case.

You need a preamp - Your mixer (evidently) has built-in preamps.

As mentioned, it depends on the mixer and the preamp -- If you have a "cheesy" mixer and a "decent" preamp, keep the mixer out of the chain. If you have a pretty nice mixer and a POS stand-alone preamp, keep the preamp out.
