Meters in cubase

So I've been reading alot about recording levels in the digital realm and I understand that I want to be around -18dbfs. But in cubase it does'nt tell you if the meters are dbvu or dbfs. I am assuming that they are dbvu meters because when I set my mixer signal to 0dbvu it comes out about the same in the software. Can anybody clarify this for me please?

The dbvu meter measures voltage and is only found with analog equipment.

Hmmm....So it must be a dbfs meter? Which means for optimal levels I only want the record signal coming in at about 1/3 of the meter? Thanks for your help.
