maudio quatro or a hoontech dsp value

did anyone use it cuz i wanna know if its good with nuendo since its a usb sound card.i'm buying hardware for a friends who's doing a home studio but i wanna know whats a good card for bout $300. is the hoontech better than m audio in latency.

I have the hoontech audio dsp 24 and although Im not an asio guy,I believe I saw in the literature that latency is something like 3-6 ms.
