making a room into a studio suggestions

well heres the thing

My fam. and I had my garage cleaned out and had drywall put in and carpet and all that

the room as it is isn't that great of a sound and I was wondering if I bought some of that insulations crap from home depot and stuck it around the walls and some places, would it make the room better for recording

and if that is definetly the wrong idea then could you please tell me what should be done to the room to get it in tip top recording shape

I done exactly have a budget but I would like to keep it under 100 if possible

It will make what budget you have count. Later on you can keep adding to it, but at least get a grip on the aspects of acoustics in small spaces.
