Most consumer disc writing programs have settings that automatically create CD-DA discs from WAV or MP3 files.
But keep in mind:
Even though most consumer programs (CD Creator, Nero, etc.) will create a disc that will play on "most" CD players, what you would eventually want is a program that writes to RedBook standards. Consumer programs won't do it. If you're recording bands and giving them a "master" disc for replication that wasn't written to ISO RedBook standards, it WILL come back to haunt you.
WaveLab and CD Architect are two fairly inexpensive programs that come to mind that write RedBook.
