Does Cool Edit Pro have a limiter function in the record mode?

(A) You can't limit digitally during recording - The signal would already be digital. Thus, if you need to limit the signal, the signal has *already been clipped* and limiting it isn't going to help you at that point.

(B) Why would you record SO hot that you'd need a limiter during recording? -0dBFS is around 18dB hotter than 0dBVU (which is where your signals should be during recording). If you're actually trying to record that hot, you're putting a terrible strain on your analog components.

Yes, it's called 'Clipping the converters'. I wouldn't recomend it.
