Limitation to 20 wave devices on Windows 2000?

Windows 2000: This driver should install and run under Windows 2000. Please be aware that for older applications there is a limit of 10 wave input devices and 10 wave output devices on Windows 2000; this is not a driver problem, but an operating system limitation.

Does anybody know about this? I couldn't find anything on Microsoft's site, but it is difficult to find things there. Would this mean that W2k is limited to only 10 stereo i/o's in each direction? This was discussed (one message) on another site, and the answer seemed to be yes, but there seems to be a lot more traffic here.
 
I had a Layla and a Soundscape Mixtreme installed at one point.

16 mono inputs in all, plus a stereo spdif.

It worked fine (until the Layla driver crapped out, after succesfully recording 18 tracks of audio). I had all channels recording, and was playing back a click track in Nuendo through the left spdif (recording a wet vocal track on the right).

It looks like Echo is still trying to play it safe in their readmes. Good for them.

Anyone else seen this limitation?
