Like a helicopter... Tascam US-144MKII

Okay, so an admitted newb, I went and bought my first audio interface today, listed in the title. Essentially, everything, whether mic or bass or anything, has loud, continual popping, like a helicopter at any volume or any setting, in Audacity and in Reaper.

Tech specs
2.6GhZ Core 2 Duo
2 gb RAM
1.5 TB worth of HD storage

Things I tried from reading here and elsewhere:

Unplugging all other USB items
Disabling Antivirus
Disabling internet
Ensuring I had the newest drivers
Setting to highest latency
EDIT: Changing power settings to "high performanca"

I'm about to take this thing back unless I can get this figured out. Previously I've used a USB microphone in front of my amp which, while definitely sounding as amateur as it, well, is, at least gave me something I could listen to.

Did you try disabling the Wi-Fi entirely (in particular, make sure it isn't searching for networks)?
 
that sounds familiar for some reason, helicopter....

did you try other USB ports? just a swag...idk.

try another USB cable, I think the Tascam should have came with a shielded cable.

at work our USB cable was picking up garbage and we had o re-route it to avoid it touching anything.

hmmm?

trying another unit isn't too much to ask, or plug it in at the store.
