Latency Measurement in Cakewalk 9

How do you measure latency in Cakewalk? I've noticed several people mentioning a latency rate in ms....where do they come up with this number? Is this the "Effective Latency at 44,100" in the tools section? I have a project file that has 20 tracks of audio (each track is about 30 seconds long) with no effects. I'm hitting about 80% Disk and 10% CPU with spikes up to around 50%....when I start playing, it takes about 6 seconds before it starts up......here's my setup:

Pentium III 933 mHz
256 MB Memory (PC133)
(2) Maxtor 16 GB drives (7200 RPM)
SB Live! (for MIDI only)
Delta 66 (for audio only)

I've messed with the Audio settings some (I was getting a bunch of dropouts).. maybe someone could give me some of their audio settings, preferably someone with a Delta 66 card...

If you're using CW PA9 or Sonar, go to Options -> Audio and under the general tab look for mixing latency,
