Latency in Nuendo vs. other software?

I know this is a very newbie question, but I have just switched from Samplitude which was giving me endless problems with crackling, to Nuendo which sounds clean as a whistle. The only problem is that with Nuendo I am getting serious latency, whereas with Samplitude, I had never even noticed it. I have a SBLive, with a Delta 44 coming in the mail tommorow.

2 questions:

Why would one software have so much more latency over another, and is there a fix?

Will the Delta 44 effectively eliminate my latency when compared to SBLive?

i'm curious, how did you come up with 8ms? is that effective latency?
