If people arent allowed to give someone else a negtive rep for saying something they dont like then why even have a stupid rep system.

People are allowed to do so and so they do so. More to that, people are allowed to give someone negative reps for what ever reason or no reason at all. Like for example I can give you negative reps simply because I don't like your username, which I don't btw,
Am I going to do so? - No, I am not. Somebody else may, though. So, welcome and just give it a time.
