Glen, I hear what you are saying.

But...
Even great mixes are in need of a bit of tone shaping. Ozone actually does this quite well, ESPECIALLY when only slight adjustments are needed.

Honestly, how many mixes do you get to master that don't have issues such as too much bass? Don't you find yourself rolling those subs quite often?
...or adding a touch of air to the mix?

As for what can be considered a mastering tool...I say anything you might use, can be. If you use Ozone 3's dithering...you just used Ozone 3 in your mastering chain...and it IS in fact, a plug.

In my mind...anything that takes a mix further, and you end up with a better, more professional sound on the CD, is mastering.
