interface advice

Flailing up a storm.
I have done a ton of reading, but wanted to see what you folks reccomend for my needs, I am going to upgrade my PC in the next few weeks, likely a AMD 3400 or so system with 1 GB of DDR 400 mhz ram and a 300 GB drive for storage.
Various mics will go through a DMP3 or mixer to the interface, usually recording 2 channels, but i want to have more for recording drums down the road. al this into Cubase for misxing and effects, i have no real outbouard gear. I generally program drums and use midi sequencer to do bass for basic tracks then will add other track to this, and eventually replace the drums and midi tracks with live playing.
I am notorioulsy cheap so used or last years model is aceptable, but i want... well here is what i am thinking:

24 bit
96 sample rate
(at least) 8 in
(At least) 2 out.
low latency
firewire/USB 2.0 or PCI are all fine.
portability or compactness are not vital.
I can work out complicated stuff in terms of ease of use, but nothing known for bugs, if possible.
reliable is nice

Open to all suggestions, i have seen the layla 24/96 (discontinued) for less than 300 with the breakout box etc, but discontinued makes me nervous. With a little time to save, I would look to anythign up to about $500.
