Trying to record table discussions for an organization. The table they are usually at is about 5'x12'. They're on a tight budget. Right now they are using two cheap dynamic mics (Behringer ultravoice XM8500) to pick up the sound that are placed at either end of the table. I gotta crank it all the way just to get audio out of them and its still not pretty.

Would this be better? Has anyone used it?
Audio Technica Pro44 (Boundary Mic)

Or is there another low cost option you'd recommend?

What's the purpose of said recordings? Taking minutes? Best of CD. Input to a conference call system? Most of this could be improved by an OMNI condenser pointed at the ceiling. Boundary mics are more or less to do basically what you're wanting with a low profile. So it can be stealthy and not influence (much) what is being recorded. But they're not always the best mics when it comes to quality sound. A zoom H2 or H4 might also accomplish your goals.

i have used it and its no different.. i recommend a akg 147

its for podcast. The audio doesn't have to be amazing, but I'm just trying to get it where you can listen to an hour long discussion w/o alot of static, noise, etc.

Noise is something you will have alot of using a boundry mic...the best way to go is lapel mics for this sort of thing...its what is used on TV interview shows most of the time.
