...here's what I need to do. I've got an audio signal I need to maintain a minimum level and peak at a max of 100%. What type of equipment do I need to do this? I'm looking for an inexpensive solution. Oh, this is a stereo signal coming out of a mixer and into a recorder.

A compressor/limiter. Exists in thousands of varieties. The best price/performance ratio is FMRaudios RNC compressor for $2-300.
 
Which one is the 2.00 compressor.

I went to a high end stereo shop and purchased a dbx118 for only 35.00 used, It had sat on the shelf long enough for them to give me a cool deal. I also walked away with an aureal exciter for 40.00 that day.:cool:
