i had a problem with my computer hicupping every now and again, and found it was tied to my A/C unit or heating kicking on. i got a APC uniteruptable power supply/ line conditoner at Best Buy for $70.00 and that helped alot. a couple spikes still get through (i remember a big discussion about a month ago on how any line conditioner under $700 is not a true line conditioner) but it definatly helped alot. try that!

Make sure DMA is enabled in your ControlPanel/System/DeviceManager/DiskDrive properties. I use SB Live and Cool edit Pro, and this fixed my problem. For more info on this check this thread http://www.homerecording.com/bbs/showthread.php?s=&threadid=39994
