I don't understand what this effect does.

What does the "Normalize" effect do?

I mean I can't tell a difference...What is it suppose to be doing?
 
Normalizing is not an effect, it's a process in which you can specify at what level (db) you want your peak sound level to be at. Let's say you record something, and your highest peak is -20...you could then normalize it so that your peak would then be -6, or -3 or 0 or whatever. It's more or less just a volume adjustment.
