As far as the equipment is concerned, all you need is an antenna and a transmitter. Your license will dictate the maximum power you can use for the transmitter.

Yes, we get a lot of pirate radio stations popping up down here in Miami, mainly people coming over from the islands and figuring they can do anything they want here, too.
The FCC sweeps through a couple of times a year, confiscates all their equipment, all their bank accounts and carts them off to jail.

Depends on the class station you want, can run as much as $750,000 JUST to get licensed, up and running.
