I was going to start editing my music in a computer with guitar tracks pro software(from cakewalk). The software will let you use 16 effects at one time but with most basic computers it will only let you use about 6 or so before it starts droping out so how cound i upgrade my cpu to a good place?

Depending how old the system is, it could be a great waste of money. Good performance not only depends on the CPU, but also the speed of the motherboard/memory/HD.
The installation could also be a disaster. Make sure you are pretty comfortable being inside the case. And take into practice the basics, such as grounding yourself.
