how do I make it louder

I finished recording, mixing, and burning a CD and the levels of each song is relatively close but I have to crank up the volume much more compared to commercially produced CDs.
My sound card is SB Live, I record on a TASCAM porta studio, I use Cakewalk music creator 2002 to mix and roxio cd creator to burn the cd. When I converted the cakewalk .wrk file to a .wav file the faders were adjusted to get the max volume with the peaks barely bumping into the red. Is there a way on roxio to boost the final volume or is there a program I need to master?
Btw I’m poor/cheap and trying to do this as inexpensive as possible
Any help is greatly appreciated.

It's called a Limiter/expander.
It will put a brick wall limiter at whatever level you set, 0, -.02 dba, whatever. And it will stop all transients from going above that level, and it will raise the volume of your track.
