I can use some suggestions for inexpensive (under $200) software to process recorded tracks.

I don't need multitrack recording capabilities. What I want to be able to do is bring in multiple mono tracks (WAV) at the same time into an application, be able to control panning, maybe add effects to individual tracks, perform EQ on individual tracks, control volume and fade in and fade out, etc. Finally I want to be able to output to WAV or mp3 stereo at the end.

Is this what would generally be considered mixing software? What are some useable ones that meets the dollar criteria I set?

Well, you do need multitrack software to do what you want. Even though you don't want to record multiple tracks at the same time, to play back multiple tracks you still need multitrack software.


N-track is really cheap and should do what you need. www.fasoft.com

I use Vegas which is about $150 and I like it a lot. www.sonicfoundry.com
 
Yes you do indeed need a multitracker like ebeam said.

In that price range the choices would be like: Cool Edit Pro. Vegas or the beloved n-track. Just don't get sucked into any MIDI/audio software like Cubase or Cakewalk.
