help with a tascam porta 02

I have a tascam ministudio porta 02 and a dell pc. I have a cable to plug into the line in. Only there's just a mic line in. When I go through it I get a ton of fuzz and feedback. Is purchasing a better soundcard the answer. I'm looking into a Dynex® - 5.1-Channel PCI Sound Card. Will that work

You never stated what you are trying to do? What do you wish to accomplish by hooking the Porta 02 to your dell pc? Isn't that Tascam one of the old tape based four tracks or am I getting model numbers confused?
