Help me with hardware decisions!

Hi everyone, I'm a newbie in the world of recording and I want your opinion on if I need a sound card or a pre or whatever...

Here's what i wanna do:

I'm a (aspiring) rapper/producer. I make my own beats using
Acid 4.0 and Cubase VST (might switch to pro tools le). Right now it's sounding like crap possibly cuz my sound card ain't no good.
I wanna be able to rec. 2 channels of vocals at the same time,
i also play bass/guitar and wanna rec. it as well so i can have some organic sounds on those beats. Later, I might buy a drum machine or get involved with MIDI.

I'm on a tight-ass budget (400-600$) but here's what i got:

PIII 500 Mhz
128 Mo SDram
1 6go hd + 1 60go hd
1 Shure SM-58 mic

Right now i'm recording myself through the mic in on my sound card (which is on the m-board) but i was told it's bound to have super-weak pres.

Looking around I tought about the Audiophile 2496 which seems alright and fits in my budget but I need mic pres with phantom power (friend's condensor mic). Thought about the
Tascam US-122. Isn't there 1 device that'll do it all?
