According to the manual you can connect line instruments to the stereo channels at the same time as having mics connected to the xlr connections. So the answer to your question is yes.
 
Of course you can physically connect all those things to the board but whether you can record them all as seperate tracks depends on the number of inputs on your DAW/recording device.

If you only have a stereo tape machine or soundcard you will be recording a 2track mix and you'll have to get everything right (levels, panning, effects etc.) before you hit record. Of course you'll still be able to process the whole mix but not the seperate elements.

I'm guessing that's what the people who told you otherwise meant.

Sure you can record them all but not separately. Basically, a mixer mixes multiple mono channels into a stereo field that you create using reverb and panning. Some mixers have insert points where you can take the signal from each channel and send it to a recording device to record each channel separately. This one does not so you'd only be able to record the stereo mixdown. You could still record multiple individual tracks but just not all at the same time.
