when i import wave or mp3 audio to home studio 2002, the original tempo is slightly off for some reason. also, when i record my external synth, i get slapback...hmmm...

Yeah, I've had some problems with that, too. I don't know how to fix it the hardware or software way, but I've got a sollution which works...
In the very beginning of a audioclip that's of tempo, zoom in. You'll see that Sonar (or HomeStudio) has recorded a short silence before the audio kicks in. Just delete this silence, and move clip to the start of the nearest measure.

What is the sample rate of the imported wave vs the sample rate of the the Cakewalk project? Sounds like you have a mismatch - probably 48K vs 44.1.
