guitar and mic inputs

I have another dumb question. I looked at the M-audio 2496 sound card on the internet. The low resolution picture didn't show the input jacks clearly but they all looked like RCA type jacks. Can I plug my guitar and mic directlty into this soundcard? If so, how?
 
You need a preamp of some sorts to bring the signal up to line level. You can use dedicated pre's or mixing boards usually have them. Guitar effects also are used to boost the signal if going direct to the soundcard.

I have DigitechRP300A modeling guitar processor. Can this be used as a pre amp?

yes...for a guitar....or even a bass set clean...
I wouldn't use it for a mic though...
