GM problem in CuBase

Hello everyone. I'm new here. Could you help me with this problem?
I'm trying to make General MIDI sketches to save as .midi files.
I am working with CuBase SX 3 on Windows XP. I have a normal PC soundcard built inside the computer and also a recording soundcard called TerraTec PHASE 22.

Whenever I work, I use the normal PC soundcard and MIDI mapper but I can't work without a lot of MIDI latency. To fix that, I switched the audiobay to the PHASE 22 soundcard but now I can't hear normal General MIDI when I play it. The weird thing is that I can still hear and use the VST plugins(without latency) I have on cuebase, when I use the PHASE 22 output but the GM doesn't work.

my question is:
How do I make General MIDI work with my soundcard?
or
How do I decrease the Microsoft MIDI latency? (the driver ASIO or samplerate? anything!)

an answer to any of these questions would be of great help to me.
 
Just use the GM VSTI Cubase comes with in the tools folder on the DVD
