Since you mentioned Sound Recorder, I am assuming that you have a "Windows" computer. It could be as simple as a switch setting in the audio properties.

When you are in Sound Recorder, try clicking on EDIT then on AUDIO PROPERTIES. This opens a new window for the soundcard setup. This is the software that controls your soundcard.

Make sure that your correct soundcard is chosen for the recording and playback device. Also click on VOLUME (under the recording section) and make sure that your LINE IN volume is not down too low or muted. This may need turned up to about 75% or so.

This is assuming that you do already have sounds working elsewhere on your computer. If you don't have any audio in any other programs then something else may be wrong.

Let us know if this makes any progress.

A press release in 2002 says:

"TASCAM has announced that the v2.0 software update for their popular 788 Digital Portastudio is ready. The v2.0 update offers 788 users several new features including WAV file import / export, larger hard drive capabilities and the ability to burn multiple audio CDs off a single session. "

So it appears if you can find that firmware update, you should be able to hook up a external hard drive and export the individual tracks to your DAW.

If all you want it a 2-track stereo mix, then you can definately already get that by running your main mix outs to the line-in on your sound card. Since as you say, you aren't getting a signal on the PC, the problem is on the PC end. Open the windows volume control, make sure the 'Line In' channel isn't muted, and that it's turned up a bit. Also, hook up some headphones or monitors to the 788 and make sure it's actually sending a signal..
