Generating Radio noise

Here's an odd request, I have a song that I want to have static and those high-pitched radio tuning noises, sort of like the beginning of The Flaming Lip's "Turn it on". Cool Edit has the static end covered, but I can't figure out how to do the sweeping radio noises. Any suggestion of some other software that can generate something like that? Unfortunately I don't have a ham radio handy :)

Step 1: Go to a yard or garage sale.
Step 2: Find a radio.
Step 3: Bargain to get the radio for a dollar.
Step 4: Plug in the radio and turn it on.
Step 5: Put a mic in front of the small speaker.
Step 6: Hit record.
Step 7: Turn the tuning dial.
Step 8: Hit stop.
Step 9: Rejoice with a refreshment.

Steps 1 through 3 can be replaced by a full-out attic search.
 
Are you talking about the beat frequency zeroing sound? Sounds like a high frequency tone tuning up or down until the channel is centered and clear?
