Is there in limit of how many effects you can put in in Cubasis and Cubase VST respectively.

For some quality free plugins, start with the Steinberg website:

Here you can get the VB-1 bass synth and the Karlette tape delay emulator.

Bear in mind that most of the other free plugins on the net are not of a particularly high quality. There are a few gems though, particularly good for making crazy sounds!

The only limit to how many plugins you can actually list within Cubase is HD space. The amount of plugins you can actually use at the same time depends on RAM and processor power.
