How does the Rockman Echo work if there ain't no tape involved and it ain't digital neither? Noob question I know.
Look up 'Bucket Brigade Delay', it was invented in the late sixties.
Basically it's a chip with say, 512 or 1024 capacitors in a chain. The signal goes in at the start, and each clock cycle, it's moved down the line. While the signal level is analogue, it only updates each clock tick so you have a sample rate like a digital system.
The length of the delay depends on the number of capacitors in the chain and the sampling frequency (and there may be a way to tap it at different points, I'm not sure). The delays tend to be short compared to tape delays unless you gang a lot of chips together.
BBDs are also used to make chorus pedals and stuff... that amazing Solina chorus is based on a TDA1024 (?) BBD chip. Apparently the pedal market is big enough to have the manufacturers start reissuing the chips (production stopped at some point since everyone assumed that digital was the way forward).
