EXTREMELY bad latency!!!!!! please somebody help me before i die!!!!!

i have a brand new computer that was working PERFECTLY a few days a go. i actually didnt even know what latency was until yesterday when i had a first hand experience with this monster. i have soundmax integrated audio soundcard,i have cool edit pro, propellerhead reason 2.5, sonic foundry acid 4.0, and sonicfoundry soundforge. heres the only things i can think of why it is now malfunctioning...

1. a few days a go i wanted to transfer all of my music from my old computer to my new computer. so i was on propellerhead reason and just rediscovered an old song of mine that i wanted to fix up... so i stayed on the old computer for a few days and was adding stuff to it, etc... by like the third day reason was really starting to mess up. first it was not even loading and was giving me error messages. then other things started to mess up... when i would place a note in a certain place it would not place it exactly on the bar. it would be a a few fractions off the bar resulting in me having to zoom in as far as it went and even then having trouble placing it exactly on the line. so i got real mad and saved all my stuff including that unfinished song on a floppy disk and transfered it all to my new computer. surely i thought that when i got to my new computer i would not have any of those problems. well the error messages werent popping up and it was loading and every thing... but the note problem was still messed up!!!!!!! and now when i go to cool edit pro its now messing up too. i mean i'll record the metronome on cool edit by itself at 66 bpms and then play the metronome on top of the recorded one and by the 3rd beat of the first bar its already off!!!!!!!! now imagine what the third and fourth bars sound like and so on!!!!!



2. i was helping a friend get his mic set up and might have (but i dont think so) changed some setting somewhere.


those are the only two things that can be the problem... i really believe its the first one. so can someone please help me!!!!!!!!
 
This is not latency, that's for sure. The thing with the note nopt dropping where you meant it to go is probably a snap setting -- most software of this type has a snap setting that lets you snap to exact moments, like quarter notes, eight notes, whatever. So if this is on and you drag a note near the moments that eight notes would be on the tempo grid, the note will "snap" to exactly that position.

The other issue sounds like you have not optimized the reroding software with the particular soundcard driver. Either (or both) of the websites of the companies involved (recording software and soundcard mfg.) should have some advice about this.
 
Another posibility is that your files may be corrupted????
