Equipment help. Preamps and Mixers.

Hi, I'm a noob on a budget and I'm basically looking for the best way to connect mics to my PC. If I do equalization through software is a mixer necessary? I've heard buying a preamp is the best way to go, but I am on a tight budget and I'm not sure at all what preamps are actually worth buying. I want at least 2 mic outs and 2 instrument outs, what kind of price am i looking at? And what is the best kind of preamp to buy, in terms of brand or build? Any help is appreciated.

You mean 2 mic inputs and 2 instrument inputs. What you need is an audio interface, many of which have a pair of mic preamps built in. Interfaces with mic and instrument inputs are also common. Most likely you won't need a mixer unless you're recording whole bands at once, and then you'll need a lot more than 2 or 4 inputs.
 
I'm in a similar position and I've narrowed it down to either a Tascam US 122L Mk2,a Focusrite Saffire6 or a Roland Quad Capture allthough I'm finding it difficult to come to a decision.
