Does anybody know if there is a utility, DXi of VST plug in that will tell you what the frequency range is in Hz and Khz for an Digital Instrument or sound?

You want a spectral (or spectrum) analyzer - do a Google search and see what you find.

Some EQ plug ins will display the frequency spectrum of the signal being eq'ed and then overlay the eq curve so you can get a visual idea of what each cut/boost is actually doing.
Typically they don't offer as detailed a picture as the dedicated analyzers MadAudio suggested.
Check the eq plug ins you already own, you may be suprised.
