Do Idle PCI Cards Degrade Recording Performance?

Once again, I have conflicting advice:

If one has other PCI devices - such as a modem - installed on a computer that is being used for audio recording through a PCI buss, does the mere installed presence of the other device, even if not in simultaneous use, degrade or otherwise impair the performance of the recording hardware?

No.
If faced with lingering doubt, you can remove these items in device manager during recording and they will re-install at reboot. I have forgotten most of the crap I learned about DMA and IRQ, but seems to me that the PCI bus is all a big pass-thru.
